OCEANOGRAPHER-ENVIRONMENTALIST, SPECIALIST ON
CLIMATE CHANGE, ENERGY SAVING AND PROTECTION OF LIVING RESOURCES.
Born in Monclova Coahuila, Mexico, graduated from the UNIVERSIDAD AUTÓNOMA of BAJA CALIFORNIA in 1973.
Postgraduate studies on water pollution and protection of living resources, sponsored by THE FOOD AGRICULTURE ORGANIZATION OF THE UNITED NATIONS (FAO) within the programme of the United Nations Development Programme (UNDP); Lima, Peru; 1976.
At the Engineering faculty of the UNAM, course of Ocean Engineering in 1976.
Field work has been conducted in areas of Research and as a public official, in various institutions and agencies of the Federal Executive (SEMARNAT, SEP and SAGARPA), with professional experience in the field, for more than 30 years.
He has been member of various Councils and Committees in industrial enterprises and the trust field, for the promotion and development of productive fishery activities.
His experience in the fishing industry, the environment and the protection of living resources, has taken him to generate technical papers and articles on the subject, published in specialized magazines.
Most recently, he worked as the National Manager of evaluation of sites in AgCert-Mexico, environmental services; an Irish company linked to the capture of Greenhouse Gases (green bonds),building more than 400 bio-digesters within the agricultural sector (hog farms and dairy barns), placing Mexico at the global level on the reduction of greenhouse gases and its relation with the climate change.
